Sr. Contracts Specialist

Sparks Group, partnered with a renowned forward-thinking government transportation contractor.  We are seeking a Senior Contracts Specialist with active TS/SCI to lead the full lifecycle of complex Other Transaction (OT) agreements supporting defense prototyping efforts. This role serves as the primary contracts lead, ensuring compliance, mitigating risk, and driving successful execution across cross-functional teams and government stakeholders. Key Responsibilities

• Own end-to-end contract lifecycle management, from initiation through closeout, for complex OT agreements
• Draft, review, negotiate, and administer contracts while ensuring compliance with FAR, DFARS, and organizational policies
• Identify, assess, and mitigate contractual risks; escalate issues with actionable recommendations
• Lead negotiations and resolve contract-related issues while protecting organizational interests
• Serve as the primary liaison across government clients, performers, and internal teams to ensure alignment and execution

Key Requirements

• Active TS/SCI clearance (required)
• Bachelor’s degree in Business Administration or related field
• 5+ years of defense contracting experience (DoD, federal, or related environment)
• Strong knowledge of FAR, DFARS, and defense acquisition processes, including OT frameworks
• Proven ability to manage multiple contracts, lead negotiations, and communicate effectively across stakeholders

Preferred Qualifications

• Experience with 10 U.S.C. 4022 / 4021 (Other Transactions for Prototyping/Research)
• NCMA (CPCM) or DAWIA Contracting Certification (Level I–III)
• Contracting/Agreements Officer warrant or signing authority
• Familiarity with source selection and commercial supplier evaluation processes
