Sparks Group has partnered with a local utility company to identify an experienced Project Manager to lead cross-functional teams in the planning and design of water and sewer replacement and rehabilitation projects. This role is ideal for professionals with a strong background in pipeline design and project management who thrive in collaborative environments and are passionate about infrastructure improvement.
Key Responsibilities:
• Lead teams in the planning and design of complex pipeline projects, including water/sewer replacement and rehabilitation initiatives.
• Ensure compliance with regulatory requirements and manage reporting obligations.
• Prepare detailed plans and specifications for water/sewer infrastructure projects.
• Collaborate with internal departments to manage consultant and construction contracts.
• Supervise project design and oversee the development of bid-ready specifications.
• Act as the primary project representative, coordinating with consultants and contractors.
• Review standards and specifications for clarity and adequacy.
• Provide oversight and mentorship to Associate Project Managers and support staff.
• Address construction-related challenges and participate in final inspections.
• Manage contract changes, time extensions, and payment approvals.
• Develop and monitor project schedules using CPM, bar charts, or other methods.
Additional Functions:
• Support budget development and capital improvement planning.
• Assist senior project managers on large-scale projects.
• Contribute to long-term utility planning efforts.
• Serve as acting Unit Coordinator when needed.
Required Skills & Qualifications:
• Bachelor’s degree in Civil, Sanitary, or Environmental Engineering.
• Minimum of 3 years of progressively responsible project management experience.
• Strong knowledge of project management principles and organizational systems.
• Ability to interpret construction plans and exercise sound engineering judgment.
• Excellent communication, leadership, and team-building skills.
• Experience working with diverse stakeholders including residents, officials, and internal teams.
Preferred Qualifications:
• Professional Engineer (PE) registration in the State of Maryland.

Pay Range: Hourly $50.00 to $53.00
