Sparks Group has partnered with a service based organization to identify a Part Time HR Specialist to support comprehensive HR functions for this long standing family owned business. This position is ideal for someone with a strong background in HR who is seeking a flexible schedule while contributing to a respectful and professional work environment. The role requires 24-28 hours per week with two-thirds of those hours needing to be on-site in Silver Spring, MD with some Saturday or Sunday support.
Responsibilities:
RECRUITMENT & STAFFING
- Manage recruitment and onboarding processes for all positions, including directors, administrative staff, and support personnel.
- Develop job descriptions, post job openings, screen resumes, and coordinate interviews.
- Ensure that all new hires are properly oriented and comply with company policies and state/federal regulations.
- Assist in workforce planning and managing seasonal or temporary staffing needs as necessary.
- Serve as a point of contact for employees with concerns, grievances, or suggestions, maintaining a confidential and approachable demeanor.
- Promote a positive and respectful workplace culture, focusing on teamwork, collaboration, and employee engagement.
- Provide coaching and counseling to employees and management on HR-related issues.
- Develop and implement an employee performance evaluation system or process.
- Ensure that performance reviews are conducted in a timely manner and that feedback is constructive and actionable.
- Coordinate training sessions for staff on topics such as compliance, customer service, and industry specific protocols.
- Ensure that the company complies with all federal, state, and local employment laws, including OSHA, FMLA, ADA, and wage and hour regulations.
- Maintain and update the employee handbook and other policies as necessary.
- Assist the part-time business manager with employee benefits administration (e.g., health insurance, paid time off, retirement plans) as required.
- Assist the part-time business manager to ensure accurate and timely processing of bi-weekly payroll and any bonus profit-sharing.
- Assist the part-time business manager to monitor timekeeping records, paid leave balances, and overtime to ensure accuracy.
- Assist owners in salary and benefits benchmarking to ensure competitive compensation packages.
- Ensure a safe working environment by adhering to safety protocols and conducting regular safety audits.
- Assist part-time business manager in workers' compensation claims and other health-related concerns.
- Promote wellness initiatives and a healthy work-life balance for staff.
Qualifications/Background Profile:
- Education: Bachelor’s degree required – in Business Administration, Organizational Management, Human Resources, Psychology, or a related field, is preferred. SHRM-CP or PHR certification a plus.
- Experience: Minimum of 3-5 years of experience in HR management, ideally within a small to midsized business. Experience in a family-owned or service-oriented environment is a plus. Experience with payroll systems and HRIS software is preferred.
- Skills: Excellent interpersonal and communication skills, both written and verbal. Strong organizational skills and attention to detail. Ability to maintain confidentiality and manage sensitive information. Must have skill in the use of computer operating systems including the Microsoft Office suite of programs such as Word, Outlook, Excel, and Teams.
- Knowledge: Strong knowledge of HR best practices, labor laws, and employee relations strategies.
- Compassion: A strong ability to relate to people with empathy and professionalism.

Pay Range: Hourly $30.00 to $40.00
