HR Officer

Job Summary/Company: Sparks Group has partnered with a local government office seeking an HR Officer to manage the daily operations of the Human Resources department. This critical role will oversee all HR program areas, ensuring compliance with all applicable laws, regulations, and policies. Responsibilities:

The Human Resources Officer will be responsible for the professional-level administration of key HR functions, including but not limited to:

  • Position Classification: Developing and maintaining job descriptions, evaluating positions, and ensuring appropriate classification levels.
  • Benefits Administration: Managing employee benefits programs, including health insurance, retirement plans, and other fringe benefits. This may involve vendor management and open enrollment processes.
  • Recruitment: Overseeing the full recruitment lifecycle, from developing job postings to conducting interviews and onboarding new hires.
  • Compensation: Administering compensation programs, ensuring pay equity, and conducting salary surveys.
  • Employee Relations: Providing guidance and support to employees and managers on employee relations issues, including performance management, disciplinary actions, and<source-footnote ng-
  • Policy Interpretation and Implementation: Interpreting and applying personnel laws, regulations, and policies, and ensuring consistent application across the organization.
  • Personnel Actions Oversight: Reviewing and approving all personnel actions, such as hires, promotions, transfers, and terminations.

Qualifications:

  • Bachelor's degree in Human Resources Management, Business Administration, or a related field.
  • Experience with Paychex or similar database required.
  • Proven experience in a Human Resources generalist role, with demonstrated expertise in the areas listed above.   
  • Strong knowledge of federal and state employment laws and regulations.
  • Excellent communication, interpersonal, and problem-solving skills.   
  • Ability to work effectively with all levels of an organization.   
  • Demonstrated ability to interpret and explain complex HR policies and procedures.
  • SHRM-CP or SHRM-SCP certification preferred.

Pay Range: Hourly $40.00 to $42.00
